Brown and Combs present and Corman is absemt for the meeting. The agenda of said meeting was remitted to board mem- bers in advance of the meeting and is posted in the county clerk's office and on the county website. Chairman Brown announced the 'Open Meetings Act Law' as posted in the commission- ers board meeting room and handouts are available. Chairman Brown ex- cused commissioner Corman from the meeting. The board reconvened at 9:00 a.m. Chairman Brown approved the agenda as submitted and the August 1 L, 2014 minutes as submitted. Dis- cussion was held regarding a request for a stop sign on Road 4700 and Road K, East of Ruskin. They discussed us- ing a counter to count traffic flow. Warren submitted a list to deem as surplus property from the road depart- ment. They are a 1989 FI50 pickup and a PRO 850 backhoe attachment. War- ren will be selling the items on Big Iron Auction. A request to place buried commu- nication facilities on public fight-of- way, within corporate limits of Nuck- olls County by Windstream Nebraska, Inc. for Steve and Lisa Sorensen, lo- cated between Section 3 & 4, T2N- R5W on Road M was submitted for approval. A motion was made by Combs to approve the request and Brown seconded the motion. Brown voted aye, Combs voted aye, 0 voted nay, Corman absent. Motion carried. County attorney, Tim Schmidt sub- mitted a proposal for a Sick Leave Bank policy for the county employees. Discussion was held. It was proposed to table this issue until next Monday to allow elected officials and depart- ment Heads a chance to review. No action taken at this time. County treasurer, Vicki Ensign pre- sented a release of a pledged security of $60,000.00. A motion was made by Brown and seconded by Combs to ap- prove the release of the pledged secu- rity for the county treasurer. Brown voted aye, Combs voted aye, 0 voted nay, Corman absent. Motion carried. Ensign also submitted the Nuckolls County treasurer's distress warrant re- port for the 2012 and prior taxes. Nine distress warrants were issued on No- vember l, 2013. The total fees to be collected are $7,227.90. They were able to collect eight distress warrants for the total amount of $7,066.78. One warrant was not collected in the amount of $161.12. The county trea- surer has requested to have the taxes stricken for the one uncollected tax as Ensign reported the person was not farming at the time and no personal property was owed. Ensign submitted a resolution directing the cancellation of delinquent personal property taxes for Virgil Schultz for the 2012 tax year in the amount of $151.92. A motion was made by Brown to approve the resolution to strike the personal prop- erty taxes for 2012 in the amount of $151.92 and Combs seconded the mo- tion. Brown voted aye, Combs voted aye, 0 voted nay, Corman absent. Mo- tion carried. Royce Gonzales, secretary for the Nuckolls County safety committee was present. Gonzales submitted the unofficial July 17, 2014 minutes, offi- cial June 26, 2014 minutes and the May 15, 2014 minutes. A motion was made by Combs to accept the safety committee minutes as submitted and Brown seconded the motion. Brown voted aye, Combs voted aye, 0 voted nay, Corman absent. Motion carried. Gonzales also reported the copier used for the courts is broken and is re- questing to: have a new copier. The safety committee is requesting to hold a fire extinguisher training also. The county sheriff's June 2014, board report was submitted. A motion was made by Brown to accept the June 2014 county sheriff'S report as submit- ted and Combs seconded the motion. Brown voted aye, Combs votedaye, 0 voted nay, Corman absent. Motion car- fled. * An application for the 2014-2015 catastrophic inmate medical insurance was submitted for approval. Motion carried. The business agreement between Nuckolls County and Mid-American Benefits, Inc. for the 2014-2015 em- ployee medical and dental insurance was submitted for approval. The chair- man determined to table the agreement until next week. No decision made at this time. The following salary claims were approved: general fund salaries, $55,435.69; road fund salaries, $42,357.94; civil defense fund salaries, $3,427.20; 911 emergency fund salary, $4OO.OO.
